His research revolves around processes of institutional change relating to public goods and their spatiality in general, and urban infrastructure systems in particular. His research interests cover the governance of urban infrastructures in transition (from the early twentieth century to the present day), the spatial organisation of water and energy management, institutional dimensions and dynamics of resource use in cities and regions and sustainable urban and regional development.

Moss leads the research group ‘Urban infrastructures and human-environment relations’, which investigates past and current transitions in energy and water infrastructures within the Berlin region. He has also led and conducted numerous research projects for the European Commission, the German Research Council (DFG) and the German Ministry of Education and Research (BMBF).

Moss has also published several books, including Urban Infrastructure in Transition (2016), in which he shows how changes in the management of utility services can contribute to achieving greater sustainability in urban regions.

He is a member of the German Academy of Spatial Research and Planning (ARL) and the Council for Land Stewardship (DRL).

Zijn onderzoeksinteresses betreffen het bestuur van stedelijke infrastructuren in transitie (van het begin van de twintigste eeuw tot het heden), de ruimtelijke organisatie van water- en energiebeheer en duurzame stedelijke en regionale ontwikkeling.
