To be on or off a list can make a world of difference. Since the 9/11 attacks, blacklists have become an important device in the world’s security landscape. From No-Fly lists to ‘kill lists’ for drone warfare. Who decides who gets to be listed as a threat? What are the consequences for individuals and organizations? And do these kinds of lists really make the world a safer place?
