Historian Prof Beatrice de Graaf (UU) will explore how pandemics came to be seen as a risk factor and threat to collective security. What lessons can we draw from earlier efforts to fight disease outbreaks? Which obstacles in international relations need to be removed to improve the global fight against pandemic waves?
